Frank was born in Murfreesboro, Tennessee, May 13, 1965 and was raised in McAllen, Texas.  He earned a B.A. degree in 1986 and a J.D. degree in 1989 from St. Mary’s University of San Antonio.  He was admitted to the bar in 1989 and is licensed to practice in Texas and the United States District Court for the Southern District of Texas.  Following graduation, he returned to the Rio Grande Valley and became an associate with the insurance defense firm Sweetman & Wise, L.L.P.  He became a partner in the firm Sweetman, Sabo & Toland, L.L.P. where he practiced before joining Willette & Guerra, L.L.P. in 2009.  He has handled litigation in the areas of medical malpractice, premises liability, construction defect, toxic tort and general negligence and is Board Certified in Personal Injury Trial Law by the Texas Board of Legal Specialization.
